The US and its partners were unable to reach an agreement on providing prized German combat tanks to Ukraine, as Russia issued veiled threats that the war will escalate in Europe.
NATO and defense chiefs from almost 50 nations convened on Friday at the American Ramstein Air Base in Germany, the latest in a series of arms-pledging meetings since Russia invaded Ukraine 11 months ago.
At the summit, European leaders pressured Germany once more to grant the go-ahead for the delivery of German-made Leopard 2 tanks to Ukraine to drive back Moscow's soldiers, but no resolution was reached. The refusal to agree to send the tanks may indicate growing divides within NATO on the supply of such weapons.
Boris Pistorius, Germany's defense minister, denied Berlin was unilaterally stalling the transfer of Leopard 2 tanks to Ukraine, but said his government was ready to move fast if allies reached an agreement.
